NPAFC Convention

Convention for the Conservation of Anadromous Stocks in the North Pacific Ocean

This Convention is the international agreement that established the North Pacific Anadromous Fish Commission (NPAFC). The Convention was signed by Canada, Japan, the Russian Federation, and the United States of America on February 11, 1992, and it took effect on February 16, 1993. On May 27, 2003, the Republic of Korea acceded to the Convention bringing the current number of Commission members to five countries. The primary objective of the Commission is to provide a mechanism for international cooperation promoting the conservation of anadromous stocks in the NPAFC Convention Area of the North Pacific Ocean.

The Convention document includes 18 articles and the Annex. The Convention in English, Japanese, Korean, and Russian languages is available for download.

Convention Area

The Convention for the Conservation of Anadromous Stocks in the North Pacific Ocean pertains to the area of the North Pacific Ocean and its adjacent seas, north of 33 degrees North Latitude in international waters (high-seas) beyond the 200-mile zones of the coastal States. The activities under this Convention, for scientific purposes, may extend farther southward in the North Pacific Ocean and its adjacent seas in areas beyond the 200-mile zones.
